Background

The Northeast Nebraska Economic Development District (NENEDD) has received a CARES ACT grant (24 month 7/1/2020 – 6/30/2022) from the U.S. Department of Commerce, Economic Development Administration (EDA) Denver Regional Office to provide direct loan assistance to businesses in a 24 county region (Antelope, Boone, Boyd, Brown, Burt, Cedar, Cherry, Colfax, Cuming, Dakota, Dixon, Dodge, Holt, Keya Paha, Knox, Madison, Nance, Pierce, Platte, Rock, Stanton, Thurston, Wayne, and Washington County) that have been affected by the Covid 19.

Scope of Work - The Business Loan consultant shall perform advanced level professional work in business finance activities.  Work also involves a significant amount of contact and coordination with private businesses, entrepreneurs, lenders and other professionals as well as public bodies and agencies.

1. Provide technical assistance to small businesses in the service area.
2. Package loans according to all federal, state and other requirements for loan programs.
3. Present and recommend loans to loan committee and the Board of Directors.
4. Manage loan portfolio.
5. Implement the regional marketing plan for the loan program including marketing to financial institutions, potential clients and to organizations in the region that work with or have contact with small businesses.  
6. Other duties as required and directed by the executive director.

Proposal Submission
A qualifying proposal must address all of the following items:

1. Name and address of the proposer;
2. Contact person and phone number;
3. Resumes of all staff who provide services;
4. Relevant experience and technical competence;
5. Proposed budget and billing rates;
6. Three references who have knowledge of consultant’s work.

Selection Process
In reviewing proposals, the selection criteria will be based on the following criteria:

1. Specialized experience in similar services (30 points).
2. Capacity of to perform the scope of work (20 points)
3. Previous working experience and knowledge of similar projects (20 points)
4. Cost(s) must honor its quote for a period of ninety (90) days after the RFP due date (30 points)

Elaborate and expensive presentation aids are neither necessary nor encouraged. NENEDD reserves the right to reject any or all proposals and to negotiate changes in proposals. Consultants are expected to provide their best and most competitive proposal.  Proposals that offer no response on any section of the proposal will be deemed “non-responsive” and will not be scored.
