Legislative Wrap-Up
The public is invited to a 2025 Legislative Wrap-Up on Wednesday, July 16, at noon at the Columbus Area Chamber of Commerce, 753 33rd Ave., Columbus, Neb., or via Teams. Fee to attend for non-Chamber members is $20. State Sen. Mike Moser of District 22 will provide a comprehensive overview of this year’s legislative session. Senator Moser — first elected in 2018 and re-elected in 2022 — brings years of experience from his time as mayor of Columbus (2004–2016) and now serves as Chair of the Transportation & Telecommunications Committee. Senator Moser will break down how recent legislation affects District 22 and the state — and what may be on the legislative agenda going forward.
What to expect:
1. A recap of key bills and highlights from the 2025 legislative session.
2. Insights into committee priorities and transportation‑related initiatives under his leadership.
3. A unique opportunity to hear directly from a senior Nebraska lawmaker with deep roots in our community.

The Northeast Economic Development, Inc. Board of Directors will hold a meeting on Wednesday, July 30, 2025, at 7:00 p.m. with the Northeast Nebraska Economic Development District Board of Directors meeting to follow. The meeting will be held at the following location: City of Norfolk Offices – Training Room, 309 N. 5th St., Norfolk, NE 68701.

August 14:
- For-Profit Developers: This session is part of a broader HUD effort to ensure that our regional and national priorities are informed by the realities and insights of local housing leaders. Two key priorities of HUD under Secretary Scott Turner’s leadership that we’d like to foster a dialogue about are: Expanding Multifamily Housing by eliminating red tape, encouraging market-driven innovations, and Reducing Barriers and Burdens that delay housing production and limit access to affordable homes. A presentation on our FHA-related products and loan programs for the new construction, substantial rehabilitation, purchase/acquisition, and refinance of multifamily projects. Some of these loan programs include 221(d)4 and 223(f).
Time: 9:00 – 11:00 AM.
- Non-Profit Developers: This session is part of a broader HUD effort to ensure that our regional and national priorities are informed by the realities and insights of local housing leaders. Two key priorities of HUD under Secretary Scott Turner’s leadership that we’d like to foster a dialogue about are: Expanding Multifamily Housing by eliminating red tape, encouraging market-driven innovations, and Reducing Barriers and Burdens that delay housing production and limit access to affordable homes. A presentation on our FHA-related loan programs as financing vehicles for the new construction, substantial rehabilitation, purchase/acquisition, and refinance of affordable multifamily projects, including project-based subsidy (Section 8), and LIHTC. Also, a discussion of our Capital Advance programs such as Section 202 Supportive Housing for the Elderly and Section 811 Supportive Housing for Persons with Disabilities.

August 15:
- Lenders and Financial Institutions: This session is part of a broader HUD effort to ensure that our regional and national priorities are informed by the realities and insights of local housing leaders. Two key priorities of HUD under Secretary Scott Turner’s leadership that we’d like to foster a dialogue about are: Expanding Multifamily Housing by eliminating red tape, encouraging market-driven innovations, and Reducing Barriers and Burdens that delay housing production and limit access to affordable homes. This session connects financial experts to share best practices and challenges while exploring funding strategies, risk mitigation, and financing models. Participants will discuss solutions to the identified barriers for expanding the housing supply.
Time: 9:00 – 11:00 AM.
- City and State Partners: This session is part of a broader HUD effort to ensure that our regional and national priorities are informed by the realities and insights of local housing leaders. Two key priorities of HUD under Secretary Scott Turner’s leadership that we’d like to foster a dialogue about are: Expanding Multifamily Housing by eliminating red tape, encouraging market-driven innovations, and Reducing Barriers and Burdens that delay housing production and limit access to affordable homes. This listening session explores how government policies, including zoning, tax incentives, and permitting, can accelerate housing production. Participants will discuss strategies for leveraging public private partnerships that expands affordable housing and ensures community needs are met.

Communities for Housing (C4H)

2025 Program Application 2025 Program Guidelines
Communities for Housing (C4H) is an initiative that combines peer networking, technical assistance, and a dedicated funding pool to address community-identified housing needs. Recognizing that each community faces unique challenges, C4H offers flexible support for establishing community readiness and pre-development activities, rather than one-size-fits-all solutions. Success will be measured by the number of units created and the long-term benefits derived from robust peer networking among participating communities.
Successful applicants and their core teams will be placed in a cohort group of up to five (5) communities and must commit to: 1) attend at least two cohort sessions annually, 2) participate in monthly technical assistance meetings, and 3) provide required reporting by the prescribed deadlines. A detailed housing project plan with agreed-upon milestones will be developed and implemented during the program.
Eligible Applicant: A Nebraska community with an identified lead organization. The lead organization can be one of the following:
- Nonprofit 501(c)(3) Entity
- Local Housing Authority
- Local or Regional Planning Commission
- Stand-Alone Commission
- Local Municipality (or its instrumentality)
Annual Grant Amount: Up to $10,000. All awarded applicants will also receive ongoing technical assistance.
Grant Term: Up to 3 years with up to $10,000 per year and ongoing technical assistance. Continuation will be based on meeting milestones established in collaboration with NIFA and its technical assistance provider.
Matching Requirement: 1:1 match

It’s go time! The LWCF (Land and Water Conservation Fund) program is now taking applications for the competitive grant round.
If you or the project sponsor are not yet registered, you need to do that first. We will respond within two business days so you can begin an application.
Materials for 2025 are available on both the LWCF website and the application portal. If you are a returning applicant, you will notice the guide is in a different format that rolls the application questions, scoring and attachments into one. The scoring tally is on page 35; check it out to stay informed!
